FIFA's International Clearance Process
FIFA’s regulations on the status and transfer of players apply to players who move from one country to another. When a player registers with a FIFA-affiliated program in a country other than the country in which the player was born, the player must complete the international clearance process.
US Soccer bylaws/polices state that all CHARGERS SOCCER CLUB players must follow applicable FIFA rules and regulations, which includes ITC provisions. It is strongly recommended that all clubs do ITCS, but the requirement is teams in the DA, the Open Cup and any club that has a legal, financial or de facto tie to a professional club must follow the ITC process. Our Club has a DA program and is also affiliated with a professional club, Tampa Bay Rowdies. More than anything, this is to protect the club itself, as FIFA will fine and sanction the club directly if they are not ITC compliant.
As U.S. Soccer is affiliated with FIFA, any player born outside of the 50 U.S. states must be cleared before registering with an organization associated with U.S. Soccer. The clearance is required even if the player is a U.S. citizen.
FIFA requires a player born in a U.S. territory (Puerto Rico, Guam, American Samoa, or the U.S. Virgin Islands) to be cleared before registering to play in the U.S. The territories have their own soccer federations and are viewed as foreign countries with regard to the international clearance process.
Any foreign-born players under the age of 10 registering for the first time should also submit “Proof of Entry Prior to Age 10” documentation in order to receive immediate clearance.
For US born/US Citizen players that played in another country: For those players, if they are coming back and are over the age of 10, they will have to do a Minors ITC request.
Please note School sports and camps do not require an ITC.
Documents must be pdf’s only – no exceptions (FIFA). Each document must be scanned. You can scan documents with “Notes App” on your phone. Just go to “Notes” app and press Camera at the bottom. This is a free app. Do not scan multiple documents as one large pdf file.
